SOUTH LAKE TAHOE, Calif. – During its regular meeting on August 11, 2026, the South Lake Tahoe City Council will consider approval of an employment agreement with Hilary Roverud for appointment as the City’s next City Manager.
Roverud has served as Interim City Manager since February 2026, overseeing the day-to-day operations of the City organization, ensuring continuity of services, and implementing the policies and priorities established by the City Council. Prior to her appointment as Interim City Manager, she served as the City’s Assistant City Manager beginning in October 2023.
Roverud brings more than twenty-five years of public sector planning, development, and leadership experience, including 21 years with the City of South Lake Tahoe. Throughout her career, she has held progressively responsible positions within the organization, including Planning Manager, Deputy Director of Development Services, Director of Development Services, and Assistant City Manager.
As Assistant City Manager, Roverud provided organization-wide leadership in transit coordination, economic development, communications, and innovation initiatives. She led the establishment of the South Tahoe Transit Joint Powers Authority and serves as its Executive Director. She also launched the City’s Business Visitation Program to strengthen relationships with the local business community and spearheaded the creation of a Data and Innovation Program Manager position to improve data management and operational efficiency across City departments.
Roverud holds a Master’s Degree in City and Regional Planning from California Polytechnic State University, San Luis Obispo, and a Bachelor’s Degree in Environmental Studies from the University of California, Santa Barbara. She is a certified planner through the American Institute of Certified Planners (AICP), a Six Sigma Lean Green Belt in Government, and has completed executive leadership and economic development training through numerous professional organizations, including the International City/County Management Association and the California Association for Local Economic Development.
